Frank Paxton is an Associate Director at Turquoise Thinking, where he has spent more than a decade helping water companies build customer evidence for Ofwat price reviews, including PR19 and PR24.
Frank Paxton is an Associate Director at Turquoise Thinking, a full-service market research agency that has carried out customer research for UK water companies at every price review since privatisation.
Frank has more than ten years’ experience of customer research in the UK water sector. He has worked on customer engagement for both PR19 and PR24 across several water companies. That work covered acceptability and affordability testing, investment prioritisation and Water Resources Management Plan (WRMP) consultation.
Frank combines qualitative and quantitative expertise and specialises in research design and interpretation in regulated environments. This means making sure customer evidence is robust, proportionate and able to stand up to scrutiny from regulators and assurance bodies. He has particular strength in advanced statistical analysis, data visualisation and handling large datasets for regulatory reporting. He co-leads delivery of the agency’s major water-sector programmes.

Frank became an Associate Director in November 2025, after 12 years with Turquoise Thinking. Alongside his water work, he leads quantitative research across higher education, utilities, finance and the charity sector, specialising in survey design, segmentation and statistical modelling.
His appointment was announced in Building for the Future: New Associate Directors at Turquoise.
